Ivan R. Stephens, a member of the Burglary and Theft Detail for the Dallas Police Department, was stationed in the lobby of the basement area on November 24, 1963, during the transfer of Lee Harvey Oswald. Standing in front of the windows that overlooked the booking desk, Stephens observed a chaotic scene filled with approximately eight or nine photographers and cameramen. When he heard the first gunshot, he initially mistook it for an officer’s weapon discharging. Realizing the officers were trying to secure Oswald, he helped manage the crowd and ushered both Oswald and Jack Ruby through the booking area door.
Stephens was familiar with Ruby, having interacted with him a few times during previous assignments in the area. He speculated that Ruby likely accessed the police area through one of the ramp entrances, possibly flashing a card that an officer did not scrutinize closely. His impression was that Ruby had been lingering in the vicinity for some time, with the officer mistakenly believing him to be one of the newsmen present. This insight raises questions about the level of security and vigilance among police during the high-profile event.
